COMMUNICATION RELATING TO THE DECISION OF THE SUPREME COURT IN THE CASE RELATING TO DETERMINATION OF INTERCONNECTION RATES FOR FIXED AND MOBILE NETWORKS AND SERVICES

Last year, the DICT wrote to all operators in a letter providing new interconnection rates and directing the service providers to implement the new interconnection rates. However, one service provider filed an application to the Supreme Court for judicial review seeking a writ of certiorari with a view to quash the decision of DICT in respect of the determination of interconnection rates for fixed and mobile networks and services. On 9th April 2020, the Supreme Court of Seychelles delivered its decision in the consolidated cases whereby the application was dismissed with costs. ‘Interconnection’ is the term used when a telecommunication service provider connect its telecommunication network, system or equipment to the network, system or equipment of another telecommunication service provider after seeking the consent of the other telecommunication service provider under an agreement to do so. The interconnection rate or charge is the amount that is payable by a telecommunication service provider (A) to another telecommunication service provider (B) for originating a call that terminates in the network of that other telecommunication service provider (B). Lower interconnection rates may result in reducing the costs of some telecommunication service provider and therefore the Department expects that the operators would pass on some of the benefits of the reduced interconnection rates to their customers.

White paper stage of Communications Bill

This Department would like to inform the public that the deadline for submission of comments with respect to the draft Communications Bill, 2020 has been extended to 15th May 2020. Note that all comments must be submitted in electronic format to communications@ict.gov.sc. The Department of Information Communications Technology (DICT) wishes to advise members of the public that the draft Communications Bill, 2020 that is set to replace the Broadcasting and Telecommunications Act, 2000 is now in the white paper stage.

Final report of the study conducted to measure RF EMF radiation in Seychelles

The Department of ICT would like to advise the public that the study to conduct measurements of radio frequency (RF) electromagnetic fields (EMF) radiation generated from mobile cellular installations has been completed. The conclusion of the study is that the RF exposure levels measured across 25 sites around Mahé, Praslin and La Digue are well below the limits of the ‘general public’ reference levels defined in the International Commission on Non-Ionizing Radiation Protection (ICNIRP) guidelines (“Guidelines for Limiting Exposure to Time-varying Electric, Magnetic and Electromagnetic Fields (up to 300 GHz), 1998”). As such, the Department of ICT has made the final report of the study publicly available at the following link. Nevertheless, there are certain information in the report that has been hidden. Note that information that has been hidden is confidential or sensitive from the perspective of the mobile operators.

Launching of 2019's ICT WEEK - 13.05.2019

The Vice President, Mr. Vincent Meriton (who is also the Minister for ICT), has officially kicked off the fifth edition of ICT Week on Monday 13th May 2019. His speech centered around the ITU WTISD (World Telecommunication Information Society Day) theme, which is "Bridging the standardization Gap". Also present was a specialist from the World Bank, who also gave the keynote presentation entitled "Digital Government: Foundations and Frontiers". ICT WEEK 2019 will officially close on Friday 17th May.

Hour of Code 2019 - 15.05.2019

Hour of Code (HOC) is an international initiative to get people interesting in programming or ‘coding’ as it is known in the sector. The launching of this years’ ICT week hour of code event took place at Mont Fleuri Secondary School in the presence of the minister responsible for education. The competition aspect of it was also launched simultaneously in five state schools.

VTS launches new e-service - 22.05.2017

The department of information and communication technology (DICT) has unveiled another of its latest e-services coming on-stream which they have been working on with the Seychelles Land Transport Agency (SLTA).

This e-service which provides online booking services for the Vehicle Testing Services (VTS) follows the new online system established by the Seychelles Planning Authority.

Three teams battle it out in fourth Seychelles Webcup - 22.05.2017
• Winners to be known on Friday

Web enthusiasts have had the opportunity to showcase their talents in this year’s Seychelles Webcup and with it the opportunity to represent Seychelles in the finals that will be held in one of the participating countries of the region later in the year.

The preliminary round competition has been organised by SEY-IX (Seychelles Internet Exchange Point Association) in collaboration with the Webcup Association of Reunion and was held at the Care House, Freedom Square over a 24-hour period - from 12 noon on Saturday May 20 to 12 noon on Sunday May 21, 2017.

Hackathon winners rewarded - 20.05.2017

Tharindu Madusanka and Yeshan Lakshita are the winners of the 2017 Hackathon competition organised by the Department of Information and Communication Technology (DICT) in collaboration with the University of Seychelles (UniSey) under the theme ‘Arrived on Time’.

The winners were rewarded during the closing ceremony of ICT week at the International Conference Centre Seychelles (ICCS) yesterday afternoon.

ICT Week debate - Has information technology and modern communication invaded a person’s private space? - 19.05.2017

As part of activities for ICT week, the Department of Information and Communication Technology (DICT) organised a debate in collaboration with the University of Seychelles, the Seychelles National Youth Council (SNYC) and the Seychelles Broadcasting Corporation (SBC) under the theme: ‘Has information technology and modern communication invaded a person’s private space?’

The debate, which was very lively and hot, was attended by Laurence Janssens, the general manager of Microsoft Indian Ocean Islands Ltd, the principal secretary for ICT Benjamin Choppy, as well as students from various institutions.

Hackathon competition kicks off - 18.05.2017

The Hackathon competition organised by the Department of Information and Communications Technology in collaboration with the University of Seychelles (Unisey), was officially launched yesterday afternoon at the UniSey Computer Lab, Anse Royale.

The competition is being organised as part of activities to commemorate ICT week.

The competition is aimed at promoting the development of apps in the country, where the participants have to develop a mobile application for Android, IOS or Windows Platform.

Microsoft Office 365 officially launched in Seychelles) - 18.05.2017

Microsoft officially launched the ‘Microsoft Office 365’ in Seychelles in a ceremony yesterday at the Savoy Hotel.

Laurence Janssens, the general manager of Microsoft Indian Ocean Islands Ltd and the principal secretary in the department of information and communication technology (ICT), Benjamin Choppy, launched the programme.

“With more cyber attacks worldwide, Office 365 is an evolution not a revolution,” noted the representative of Microsoft.
“I think that everyone will agree that ‘Office’ is one of the signature products of Microsoft. It is definitely a very successful product worldwide and the Seychelles is no exception."

‘Hour of Code’ to spark students’ interest in computer science - 17.05.2017

Secondary and post-secondary students who have an interest in programming and software development attended an event held as part of the activities to commemorate ICT week launched on Monday.

This activity, which is part of a global movement to celebrate computer science, was organised jointly by Microsoft, DICT (Department of Information and Communication Technology), Ministry of Education and the University of Seychelles.

Seychelles marks ICT Week - 16.05.2017

Big Data or big Impact’ is the theme under which Seychelles is commemorating ICT week.
Vice-President Vincent Meriton officially launched the week at the Seychelles Trading Company’s conference room yesterday afternoon in the presence of several ministers, key government officials, department of ICT staff, among other guests.

The annual celebration coincides with the World Telecommunication and Information Day (WTISD) which is marked every year on May 17.
“This is a day dedicated to raising awareness of the advantages that the use of the internet and other ICT technologies can bring to societies and economies,” he said.
